Summary: This article examines the history of the institutionalization of healthcare as a responsibility incorporated into municipal government. It analyzes the role of Health Boards and Sanitary Police Committees as part of the 19th-century liberal healthcare project. Additionally, it reviews how these organizations, in practice, focused on prevention and prophylaxis, emphasizing public hygiene and urban reordering. The implemented policies, prevention methods employed, and the impact on the socio-political organization of municipalities and city councils are explored.
